Pull Servers to the Alliance Battles
Ok, I know that everyone who's ever fought in the Ab arenas can probably relate to this, I can only be on guild wars for a set amount of time each day and I really don't want to spend 40 mins waiting for the alliance battles and only participate in them 20 minutes. So here are two suggestions that arenanet should seriously consider:
1. Pull servers from the less popular arenas (jade quarry, not aspenwood) and maybe a few from the Random Arenas (if you pull 10% of the servers from their you'll still have people getting in on every try 0.o)
2. Pay a bit more for servers and pump them into the Alliance Battles, then up the cost of some of the stuff you have on your online store and maybe use some of the ideas in a lot of the forums to make more money (T-Shirts and clothing with Guild wars pics on them, cd keys for character slots for sale at local stores, bonus stuff and promotions for sale at stores and things like that) so arenanet can pay for the new servers. Actually why don't they do that anyway so they can make more money to pump into their game in other areas too?
Seriously arenanet someday I'm gonna go to the Ab and find no one their because everyone's given up.

You don't understand how it works.
The reason you're waiting a long time is because there's a disparity between the 2 factions.
In other words, if there are a lot more Luxons than Kurzicks wanting to AB, the Luxons are going to have a longer wait.

I had a luxon friend in the Ab too (trying to sync so I could kick his butt :P) and they had the same number of districts filled as we did (total of 3, dunno why it's never gotten to four before). Though I never have noticed what you're describing happening before, it's interesting to know.
But still there are way too few servers for the popularity that Alliance battles hold.

When I used to AB there would be a near equal amount of players in districts on both sides of the aisle and still there were long wait times. One of the reasons I stopped playing AB was the wait times.
I've heard it said before that it is disparity between the amount of players on a given side, and have read Gaile's remarks saying the same, but then I've seen situations that seem to contradict that far too often so who knows.

Actually if there are a lot more kurzicks than luxons, the kurzicks will have the longer wait, because they'll have to wait for the group of luxons to finish playing and rejoin again.
I think in the case a few months ago when I still ABed, there were a lot more kurzick guilds that AB, so kurzicks had really long wait times while I could easily get a game on the luxon side.
Though it seems like there are enough teams waiting on both sides to go in, so server capacity may be a problem. I'm pretty sure the solution is not as easy as you think, or else they would've done it already. The population of GW is on the decline, so I'd imagine a lot of server space is being freed up.
